Policies and regulations are the core driving force for the sustainable transformation of the packaging industry, guiding enterprises to develop in the direction of greening, reduction and recycling through mandatory constraints, target setting and technical specifications.
EU Deforestation Regulation (EUDR)
The EU Deforestation Regulation (Regulation No. 2023/1115, EUDR) has officially replaced the EU Timber Regulation (EUTR, No. 995/2010).
EUDR aims to promote the consumption of deforestation-free products and reduce the EU's contribution to global deforestation and forest degradation. This regulation is expected to play a key role in cutting greenhouse gas emissions and protecting biodiversity.
Under the EUDR, certain commodities and their derived products may not be imported into, placed on, or exported from the EU market unless they meet the following three conditions :
Deforestation-free: The products must be produced on land that has not been subject to deforestation after December 31, 2020.
Legality: The production must comply with the laws of the country of origin, including regulations related to land use, environmental protection, anti-corruption, taxation, trade, customs, and internationally recognized human rights.
Due Diligence Statement: Operators must submit a due diligence (DD) statement confirming both the deforestation-free status and legal compliance of the products.
Only when all three criteria are met can the product be considered EUDR-compliant.

State Legislation And Federal Initiatives In The United States
As of 2025, five states in the United States (such as California and Oregon) have implemented EPR laws, requiring manufacturers to cover the cost of packaging recycling and promoting the formulation of a national framework with the goal of eliminating plastic pollution by 2040.
Mandatory Transformation In The Asia-Pacific Region
Production perspective: require companies to implement standards such as “Requirements for Limiting Excessive Packaging of Goods (Food and Cosmetics)” and promote single-material, easy-to-separate designs.
Sales perspective: formulate green packaging technical standards, promote low-weight cartons and glue-free cartons, and achieve a recyclable packaging ratio of 10% by 2025.

Eco-design standards are becoming stricter around the world
The EU PPWR requires that packaging design must take recyclability into consideration and prohibit the use of hazardous substances such as perfluorinated compounds (PFAS);
China, in its “Research Report on Sustainable Development of Plastic Packaging in China”, proposes to improve the eco-design certification system and promote high-value recycling.
Mandatory use of recycled materials
The EU requires that recycled materials account for 50% of PET food contact packaging by 2040, while China currently.
Encourages companies to use it, but leading companies have begun to reserve technology, such as developing food-grade recycled plastics.


Carbon Footprint and Green Certification
Carbon footprint certification (such as the EU PPWR) is promoted internationally, and China has adopted the “Green Product Evaluation General Principles” to guide companies to quantify the environmental impact of packaging and enhance their market competitiveness.
